[Q] SVS (Static Voltage Scaling) on Galaxy S3 i747

I have a rooted Samsung Galaxy S3 AT&T i747 running Cyanogenmod 10.2.1 with stock Cyanogenmod kernel. For testing purposes I’ve been trying to enable SVS (Static Voltage Scaling) however, I thought it would be an option next to CFS (Completely Fair Scheduler) in the settings menu. But it's not even an option.

I downloaded Trickster MOD in hopes that there might be a chance that SVS is a hidden option. No luck there though.

How do I go about enabling SVS?
or
Is there a custom kernel out there that has SVS that I can flash?
or
If I compiled my own kernel would I be cable to enable SVS in the kernel config?

Thanks for the help
