Nexus 4 lower fourth of digitizer not working. Remapping screen?

The lower quarter of the touchscreen is not responsive. Before trying to replace the digitizer, I'd like to know if it is possible to remap or resize the screen so that the OS thinks that the avaliable screen is only 3/4 tall, so that the lower 1/4 remains unused/black, and the navigation buttons no longer are at the bottom of the screen, but at the bottom of the 3/4 of the screen.

Phone is rooted, wouldn't mind flashing another ROM onto it, but maybe this can be done via Xposed (which I really have never used) or by changing some config file.

How can I solve this?

Thanks in advance.

PD: I can access all UI areas by rotating the device, but this is obviously a horrible workaround.
